Physical presence for PR Card
Dear Andrew Miller.
Do you need to be physically present in Canada at the time of application of PR Card or at the time of receiving it from the CIC office.

Why should he reply? He's donating his time here for free - if you
want him to be at your beck and call, you've got to pay him some
dollars.
In Canada you never address someone by their surname, by the way - you
might get more of a response if you call him 'Mr Miller' or even
'Andrew' but not 'Miller.' Try that in Canada and your time
unemployed will be all the longer.
