passport request,has the envelope really have to be that big ?

passport request,has the envelope really have to be that big ?
Just about to send my passport off to london,i have my 2 photos to go with the passport,it says the self addressed envelope has to be at least 21cm x 30 cm (8.5 inches x12 inches),why this big ? or im i missing something ?,i thought they just stamp the visa in the passport and send it back to u and they dont include anythin else ? I reaslised when i went to the shop today and was just about to buy a bubble wrapped one measuring 10 by 12 inches

you get COPR forms too, aswell as your passportback.

yes the confirmation of permanent residence forms are included.
you have to complete these when you land and are with the passports.
so these needed the big envelope ( thats what mine were like)
