Question Passport renewal question

I wonder is anyone can help us out here.

My wife needs to apply for a renewal of her UK passport, and as part of the procedure she needs to have the form and new photos signed by someone (professional etc. etc.) out here in Canada who has known her for over 2 years.

The problem is, She's only been here for 20 months, so technically no one here can sign them for her. Anyone had this issue come up or know of any way to deal with it.

If you are renewing a passport

If you are renewing your passport, you only need to get your form countersigned and a photograph certified if you look very different from the photograph in your most recent passport

We were pretty sure that was the case if reapplying from the UK, but weren't sure whether it was the case when reapplying (to the Consulate) from over here (Canada). Hoped someone on here knew the answer as didn't fancy the $3 a minute premium "help" line!
