There will be exemptions but they haven't been announced yet :(

One would hope the legislation won't pass without some amendments/exceptions.

They can require vax for entry all they want but surely they shouldn't be able to stop someone, citizen or not, from leaving the country because they are unvaxed. Maybe they are leaving because they want to go somewhere with no vax passport? By all means, let them! And if they want to come back and they are eligible to re-enter then quarantine....

No, only citizens have the right of entry, anybody else can be refused entry at any time.
