This may sound like a silly question but do you have the DVD player plugged into a power bar?
If yes try changing the to different outlets on the bar one might give you what you want.
We have our DVD player plugged into a power bar and for whatever reason one set of outlets we get black & white with ugly diagonal lines.

Have you connected it using an HDMI cable? Or are you using the RGB cables?

What could be happening is the DVD player is fine reading a PAL disk and is outputting a PAL signal, but the TV (like most here) has no idea what to do with a PAL signal.
There is perhaps something in the DVD setup menus you can set to have it convert PAL to NTSC, otherwise you might have to either convert the PAL disks to NTSC using your computer, or else find a DVD player that will output PAL disks in NTSC format or buy a PAL to NTSC convertor box...
Other possible causes of the problem are the TV expecting S-video signal and not getting it, or an impedence matching problem with the cables from the player to the TV. More often than not though its the PAL/ NTSC thing.

I've got two DVD's players I bought out here, both have been converted to play PAL discs and both work fine. If it is your DVD player then take it back to the store and research one that will work. I got an upconverting one from Wal Mart for $40 take plays everything I've got. Its hooked up to a 702p LCD HD TV via an HDMI cable. The other is a $99 DVD recorder thats hooked up to a $100 CRT TV using the RGB cables and works fine too playing PAL discs.
