Probably, but not impossible. Just have to know the area you're moving to and do the research. There will always be the occasional landlord who hasn't upped their prices for a few years and then appear relatively cheap.

In Guelph it's very much skewed towards the south end as that's where the mall, university, lots of businesses are. In the north end it's a lot more industrial but it's way cheaper to live in. I can cope with the extra 10 minute drive in the morning when it likely saves me a few hundred dollars.

Technically I don't live in "Guelph" but in Guelph Eramosa Township...but it's literally 2 minutes from the city limit.
