I have read on the Internet that one can buy garden plants, like apple trees and such, have them shipped to a US address, and then pick them up and drive over the border with them without a problem.
Does anyone know for sure if this is true?

I am pretty sure it is not true. There are a lot of restrictions surrounding the movement of fruit, and particulary apple, trees into and even around BC.

You can drive them to the border and bring them into Canada so long as you have a phytosanitary certificate accompanying them. There are also restrictions on some plants coming into the country. Unless they are very special plant, it is way more hassle and cost than it is worth for home owners to do this.
