Old Applicant New Rule
If person apply before Dec, 2001 and qualify in old selection createria but short of 1 to 2 points in new selection createria.
is he refsue straight away or may get any discretionary points from your assessing officer

Either situation could be the result. It depends on the officer, and his or her view
