Non resident and RRSP

Hello,
I'm wondering if a non Canadian resident can have a RRSP?
Some banks say: 'As a Canadian taxpayer, you can open a RRSP as soon as you have qualifying earned income from the previous tax year'.
Does it mean that a non Canadian resident who has worked last year in Canada can have a RRSP?
In 2004, I worked 2 weeks, then I didn't open a RRSP in 2005. But, since I worked during all 2005, this year should I be allowed to open a RRSP?
I guess I will have to pay a lot of tax this year...
Anyone can confirm that? Thx!
