Default New PRs and the PR card

After June 28th, the new PR card will be mailed out automatically to new immigrants upon their arrival in Canada.

How is the $50 fee paid? Is there provision in the new application for it ie. you pay along with the other fees? Or do you pay for it on landing when you give immigration your mailing address/confirm your personal details?

Or (my favourite option!) is it included in the application fee?
