whihc country are you in? If you are in the UK then it should have arrived
by now as even regular mail is next day delivery so id send them a fax and
ask them to confirm it was sent and state you have not received it.
If you are further a field say in the middle east then id wait a bit longer
because it may say decision made and letter sent sept 30th but then say it
takes them another week or so to actually get it all printed and in an
envelope and trough the various departments and stuff and out into teh mail
system, then its gonna take a few weeks to get to you by mail, hell the last
package i mailed to Canada for my wife ended up taking 4 weeks, so to the
middle east id give yoruself a good month or so for it to arrive adn its
only the 3rd week in october so id wait another 2 weeks then if no passport
send em a fax.

The service standards for the return of passports are as follows:
Prepaid Courier: 5 days
Regular Mail: 10 days
You should start by confirming the date on which your passport arrived
at the visa office (I.e., registered mail or courier tracking). Once you
have determined this, it may be necessary to send a written inquiry to
the visa office requesting the status of your visa, quoting the date on
which the document was received at their location.
