Tell the immigration or customs officer that you are coming to Canada to
marry your girlfriend -- you should be honest. There are serious penalties
for misrepresentation. But you should know that you will have to satisfy the
officer that you have a legitimate dual intent -- to come to Canada for a
temporary purpose to marry your girlfriend with the intention of making an
in-Canada application to for permanent residence.
The immigration officer will want to know what incentives you have to return
to the U.S. should your application for permanent residence fail. If the
officer is of the opinion that your only intention is to stay permanently,
then there are good chances you will directed to attend an admissions
hearing. It would not be a good idea, in other words, to pack all your
belongings on the rooftop of your car and show up at the border to say you
are coming for good.
Bankruptcy should have no effect on your application, although it may be a
consideration if the immigration officer comes to the conclusion that you
are not likely to be able to support yourself.
