Need Advice on PR Visa Issue in Passport

Does anyone have any experience with being awkward about getting your PR visa issued?
Our problem is, we got the request for passport to get the PR visa issued (which is great). But my girlfriend needs her passport for a trip back to the UK over Christmas. She leaves Vancouver on the 17th, a Thursday, and is home for exactly 3 weeks. We hoped to move one of her flights by one week and bet on it being issued and mailed back within 4 weeks. Unfortunately the airline won't let us do it this close to the departure date. We thought dropping the passport off in person and picking it up would be ok but it turns out this is on a Thursday only but she only has 2 Thursdays in the UK (it takes 2 weeks) and it's over Christmas which I'm sure will make things a lot more difficult.
I realise we could just wait for her to come back from the UK and mail it off then but it looks as though she will most likely have a job lined up to go into and this could make the difference of around a month in her starting the job.
Has anyone had any experience of this situation or advice to give? I want to call the London embassy to ask for advice but I'm worried they may not be so understanding. Is there a fast track way of getting this issued if you need the passport back to travel?

Couldn't you change her return flight so she's in the UK long enough to get the visa issued in person (ie two weeks).

I'm a citizen and my girlfriend will very soon be a permanent resident. She's currently here on a visitor visa. We tried to change the flights the moment we got the passport request, but they only let you change it over 20 days in advance of the departure date. So frustrating.
