NAFTA, work permits, PR and IT

Hi there,
I am a Canadian physician and will be marrying a US citizen next month. My fiance is an IT professional working in Detroit, and we wish to live in Canada. Though we intend to file for PR under the families class, we do not want to wait 4+ months to begin our lives together.
My fiance was told that, under NAFTA, he will be eligible to work temporarily in Canada with a written offer of employment from a Canadian employer and, further, that prospective employers are exempt from the need for prior HRDC approval of his employment because he works in IT. Unfortunately, we have not been able to find out any more information about this. Has anyone else heard of this exemption from the HRDC approval for IT professionals?
One final question (sorry this is so long). If finding a job here continues to prove difficult, may he live here and commute to the US for employment while awaiting permanent residency in Canada?
