Default Mr Miller...your help needed

Dear Andrew,
I would be very grateful for your advice.
I have to get a visitor visa for USA to do my interview for canadian immigration 7-10 moonths from now.
1.Incase,my visa is rejected,Can I transfer my application to New Delhi?
2.if Transferred, what will be the passmark
applicable to my application ( I had applied in August 2001 at Buuffalo)?
3.Is it true that under new regulations there are no provisions of transfer of application?

god bless u and family for your selfless service.

Dear Mr Miller,
is this true :
<<<<
Despite what is stated from the CIC, there are no provision stating that after June 28, 2002 you will be able to transfer your application if you do not attain an entry visa

1. This will be your only solution

2. If assessed before March 31, 2003 then still under old rules. If assessed after
March 31, 2003 then new selection grid with reduced pass mark of 70 points

3. I haven't seen such provision in new regs

Sorry for not making myself clear - I meant to say that there are no provisions
prohibiting transfer of files to a different post. So, transfer is possible.
