I am Chinese and study in Canada. Because I had thought that I can get my final result within two years, so submitted my application to Buffalo in September 2001. However, up to now, nearly one year passed I have not got the assessment. I can understand from your past thresd that huge applications have delayed the assesment.
My problem is that if interview is needed, it probably be arranged in early 2004, but I will graduate in August 2003 and go back to China. So it is impossible for me to get a visa to US for interview. So I think the only choice for me is that to transfer my file back to China.
1. If my file is transferred, do I still be considered as the apllicant before December 31, 2001.
Because according to service standard of Hong Kong, all applications received on or before 31 December 2001 will receive a selection decision by 31 December 2003.

2. By the end of August 2003, I will get two Master Degrees from Canadian University. In my situation, do I still need to take ITLES to proof my English ability.
I hope I can get your advice and suggestion, because I was tortured everyday on whether to transfer since the 30 weeks period have passed.

Just wait for the assessment notice - it should come within next 4 to 12 weeks. Only
after you know for sure that interview is required you'll need to start thinking
about your next move - for now don't think about it.
