Voice can be fairly low bandwidth (for a phone call, audio quality isn't too big a deal). Latency rather than bandwidth is the issue for VOIP.

If you're calling the same people on a regular basis, I can recommed Jajah. It allows you to assign local Canadian numbers to your contacts and the Jajah rates are about the same as other VOIP providers (e.g. Skype).

E.g. I'm in Vancouver and have a list of 778-xxx-xxxx numbers to call my family in the UK. Costs 3cents/min to a landline, 22cents/min to a mobile. Local calls to the 778 numbers are free on my cell phone plan.
