Manitoba PNP

Dear Experts,
I am from Eastern European country, an electronics & electrical engineer. I applied to PNP of Manitoba four months ago, at the beginning of April. By that time I covered minimum required 55 points of the nominee program (mine were close to 70) as well I meet financial fund requirements.
Since August 1 there are three very important additional requirements of the PNP that I am not able to meet (none of them).
What is your opinion? Have I any chance to be nominated in the light of these new selection criteria and bearing in mind that there are about 10,000 applications accepted before mine?

Manitoba already received more than 20,000 applications this year and they have a
limit of 1,000 PNP certificates per year. Lucky winners will be selected only from
those who have guaranteed job, occupation in high demand and relatives in the
Province - and there are still more applicants meeting those criteria then the number
of certificates to be issued in 2003.

How many people are admitted to province of Quebec each year? and how many
