You could suggest that they contact the local media, as its Christmas they would love to reunite a family.

You know, there are some family members that I have lost touch with deliberately... I really would not want them "tracking me down via a forum"or appreciate people putting me in touch with them...
Then again, there are some friends that I have been trying to track down for ages. The problem I am having with one of them is that I know she has remarried but I don't know what her new married name is...

The previous suggestions are good, and free to try.
But if you get stuck and hit a dead end then call a PI in the area. He will do searches, for a fee of course and most likely find the person. Chances are they are just regular people and not in hiding from the law or tax man, so they would most likely own a car, credit card or even a house and pay housing tax.
