May be look up and see when airlines from the Philippines arrive in Van. Then get a flight that arrives before them. If you arrive after them, then expect to wait. There will be a lot of families with kids getting there papers done. My flight arrived at 4:40pm, I got out of the immigration office at 7:30pm.
