I understand that there is a rule that if a job can be given to a Canadian it must be offered to them first. An immigrant or hopeful immigrant would be offered secondly.

But, what if it is a Canadian living overseas with his British wife. They are moving back to Canada and he wants to have a job as soon as they get there.

Is he in the same boat because he is living overseas or does it NOT matter because he IS Canadian anyway??

Just another question....

Default work in canada

if you are already a canadian then it doesn´t affect you because you would not need the hrdc apprval as you are entiled to live and work there already
