Hi All
I have now received a Job Offer in Toronto
I did not qualify on the points system without a job offer
Now that I have one can anyone help me with the next step please

Congratulations.
Its probably unlikely that you fall under the few places available on Ontarios pilot provincial nomination program , so you are at a disadvantage in that respect.
Realistically the employer should now do the leg work to get the "labour market opinion" (positive LMO) paperwork done, and then either they or you should apply for a work permit to get you here ASAP as a temporary resident.
If you just use the job offer for the points it will take years to get here as a permanent resident, and I doubt thats what they had in mind. Apply for PR once you are here on a temp resident work permit.

There's a link to work permit applications (point #3) on the first website to which iaink gave you a link.

Hi Dean,
Have a good look at the Wiki (on blue bar at top of page) and read all the sections on TWPs and LMOs. That should explain it all to you.
Put simply, your potential employer now needs to apply for a LMO (nothing you need to do yet until they've got that) which proves that they've advertised the job for 3 months and been unable to find a Canadian willing, or able, to do the job. Then, once you have that, you can either apply for TWP to London or even at a POE (port of entry i.e. Canadian airport) - again, there is info in the Wiki about this.

You need them to get the LMO first.
Then you can either apply through the offices listed on the CIC website (probably the CHC in London), or take a chance on having the visa issued at a point of entry based on the paperwork you bring. That's quicker, but more high risk.
The CIC website is usually pretty helpful, and there are bound to be old threads here you can search through for answers too. Its been over ten years since I came here as a temp resident, so I'm a bit rusty on all this.
