After 3 months you need a local license. You never need an international one.

Re: International drivers licence?
Couple of segments on visitor driving requirements from the ICBC website. Looks like your dad won't need an IDP for a 6 week visit.
Question
Can tourists or visitors in BC drive with an out-of-province driver's licence?
Answer
Non-resident drivers who hold a valid driver's licence from their home jurisdiction may drive in B.C. with their out-of-province driver's licence for a maximum of six months. This applies regardless of whether they hold a valid international driving permit.
For more information contact the Driver Licensing Information line at 1-800-950-1498 or 978-8300 in Victoria.
Non-resident?
If you are only visiting B.C. you may drive on your existing driver's licence for up to six months. Students attending designated educational institutions are also permitted to drive here on their out-of-province licence as long as they are registered as full-time students.
Hope that helps
