Ink on Photopraphs - Issues!!!

Ink on Photopraphs - Issues!!!
Well this is probably going to sound ridiculous but here goes anyway
Got to go deliver my passports tomorrow and got the photo's done as specified
but now the writing on the back with non ball point pen - the ink just NEVER
dries - help!!! luckily I tried this on a spare photo to check!
Any advice greatly received. I'm guessing good old biro has been used by others but just making sure.

Well really no need to be rude! Biro's are a ball point pen!!!It asks for no ball point pen!!!!!

I bought a "Staedtler" permanent dry safe (fine nib) and it worked fine with no problems at all.
Dried straight away
