Hello, If my husband payed all immigration fees, will the process go faster or it doesn't matter?

Process will not even start without application processing fees paid. As for the
ROLF - paying it with the application is already required by several visa posts, but
not by all yet. Paying ROLF with the application saves about 5 to 12+ weeks of
processing time.
