Default IELTS again?

I lodged my PR application in December 2001 and need 70 points to qualify under the new rules. I have taken the TEF( for French language proficiency) and have 7 points(out of a possible 8 for the 2nd language- grades 4,4,3,4 for the 4 skills ). I had earlier taken the IELTS and have 16 points for it (grade of 7.5 or greater for the 4 skills). I took the IELTS in FEB 2001. My score under the new rules would be 74.

My IELTS test report states (recommends) that my English skills need be tested again only after a period of TWO years.
The one-year validity period required by CIC would end FEB this year. I do not want to take the IELTS again as I feel there is really no need. I have native fluency in the language. Will CIC accept this or would they insist that I take the IELTS again? The alternative process of establishing language skill through written explanation is not clear to me and I would not want to trust myself to it.

Does anyone have a suggestion?

i want immediate policy about lodging application for immi without IELTS please help.
