on his arrival at Vancouver they checked his PR status again but also wanted a list of everything he had bought in UK since he'd left Canada last October after landing (They didn't ask me) this. They also said that since we had landed previously, we were classed as permenent residents of Canada
The Visa's you recieve to land with expire after one use, after that you need PR cards. Or you need to get a Visa from CHC London in which you have to pay for.
They can look up your details in their system and see that you are a PR.

These smaller airlines are a lot fussier than scheduled airlines (eg Air Canada), it seems. Incidentally, if you had a return ticket, they would not have had any basis to even look for a PR Card.
A "permanent resident" under the immigration rules is not the same as a "resident" under the customs or tax rules. Your friendly officers got that one wrong.
Once again. The PR Card is not legally mandatory for admission at a Canadian port of entry. Take a look at the Immigration and Refugee Protection Act 2002 and see for yourself.
