My wife and I applied to move to Canada under the skilled Worker
class in 1999. We have still not received our visa yet, is this
normal?

Normal? Sorry, not sure where you applied through but if it was through London, I wouldn't have classed that long a wait as normal. Most people on this forum seem to have applied 2003/2004 and are worried, so 1999? I would get down to the immigration office straight away.
