Hope this information helps a little bit in understanding the job offer validation concept:
Your employer must give details of your job offer to HRDC. This includes:
A description of the duties;
the wages and working conditions;
a statement of essential qualifications;
registrations or licenses that you need; and
your name, birth date, place of birth and address.
The employer must also show that hiring a foreign national to fill the position will produce either a net or a neutral economic benefit for Canada.
An employment counsellor will check to determine if your offer of employment meets the prevailing wages and working conditions for the occupation concerned. The counsellor will also consider the likelihood of a suitably qualified Canadian citizen or permanent resident being able to fill the position. If not, and the other conditions are met, HRDC will approve your job offer. They will then issue a confirmation of offer of employment and make it available to the relevant visa office serving your country.
The employer should send you:
A copy of HRDC's confirmation of the job offer, including the file number; and
a detailed job offer so you can provide it to immigration officers when applying for a work permit.
Your employer is also responsible for arranging your worker's compensation and medical coverage when you arrive in Canada.
Job Offer Validation is a process by which a Canadian Human Resources Development Centre determines whether a particular job offer made by a Canadian employer to a foreign individual should be approved (validated). If the employment is to take place within the Province of Quebec, the job offer must also be approved by the Quebec government.
The general rule is that Canadian immigration officials will not issue an Employment Authorization without prior Job Offer Validation. The rationale behind the Job Offer Validation requirement is to ensure that Employment Authorizations are granted only in cases where their issuance will not have a negative impact on the Canadian job market. The Job Offer Validation process thus entails a demonstration that a "significant" effort has been made to seek and hire a Canadian for the position in which there is a petition for validation. In general, the Canadian employer must establish that the foreign individual has special abilities or skills which are not easily found within Canada. If the employment is to take place within the Province of Quebec, a similar demonstration must also be made to the Quebec of Government.
The following website should help in answering the latter part of your question, the office in TO does it for $100, but the one local to me, does the same thing for $65.

DO you know how long it takes HRDC to approve a job offer? I received my job but they have not submitted the job to HRDC. Just wondering how much longer this will hold up getting Employment Authorisation?
Welcome back too!

This might not be HRDC's fault actually, it might be the fault of your employer not providing all the necessary info that HRDC requires from them. The HRDC Confirmation process requires that the Canadian employer demonstrate that a significant effort has been made to seek and hire a Canadian for the position in which there is a petition for validation. It is also generally necessary to establish that the temporary worker has special abilities or skills which are not easily found within Canada. Generally, the procedure for obtaining HRDC Confirmation of job offers is demanding and time-consuming.
Its hard to put a time limit on it to be honest with you, it might be worth checking with your employer to make sure that every requirement has been satisfied. ( This coming from a friend of my better half that works at the HRDC ).

Thanks Mick
Yes you are right it was the employers fault. I have been in touch but the chap in HR has been on holiday until tomorrow. I will be contacting him tomorrow. Just wondered if you or anyone else had any time frames?
