Here, not Calgary but probably similar, it's common to rent the basement to one person or a couple, not usually more. My daughter's landlady has reversed the norm, she lives in the basement and rents the rest of the house. Why anyone would choose to live under students is a mystery to me.

people who rent out basements are usually single or students . you might find a house that even has 3 0r 4 rooms to rent in the basement with common bathroom and kitchen facilities. so , obviously, not ideal for a family .
as for the dogs, you are going to have a very difficult t ime finding a rental ( either house or apt) with 2 dogs . Landlords in general do not accept pets. you might get away with a cat , a bird or a rabbit but 2 dogs will be very difficult. you might have to put them in a kennel until you buy your own place . There is a housing shortage here , although much better than in years past . landlords have the upper hand as they are able to pick and choose their tenants. if you do find a place that accepts dogs , dont forget to have it written in the lease( legal) that the dogs are accepted to avoid any future problems .
