Sometimes students get into a situation where they owe a portion of their fees. They will have paid a percentage upfront with the rest by instalment or similar depending on the length of the program and the school in question. If the student owes fees, they won't be allowed to graduate.

Try crowd funding, you may find help there. I am not sure that being broke and having health problems will help you get PR in Canada. I would suggest you consider moving back to your home country.
