Hello everyone. I am originally from Argentina but I reside in the Caribbean. My family and I would like to migrate to Canada. My husband is a Web Designer/Graphic Artist with almost 10 years of experience in the field.

I am not looking at any particular place as long as we can secure a job and leave here with PR. No, I haven't been to Canada. A very good friend of mine moved there (BC) almost a year ago and she loves it. We are looking to provide a better life and facilities for our special needs child.

Hello, Maria, and welcome to the BE forum.
I'm sorry to be the bearer of bad news, but it's not that easy to have a PR visa application approved before your arrival in Canada. Many people get a job offer, apply for a temporary work permit, start working in Canada and then upgrade to PR status once they're here. You may, however, be able to get a PR visa in advance if you apply via one of the Provincial Nominee Programs (in most cases they too require the principal applicant to have a job offer in advance).
In my opinion, you seriously need to visit Canada before you take the leap. A scouting trip in any case will help a lot with job hunting. A scouting trip will not, on its own, tell you everything you need to know about a place. But it can tell you a lot that even the most diligent Internet research, reading and word-of-mouth reports from friends cannot tell you.
Do not believe a word that your friend says. Your friend may be the most reliable person in the world, but there is no guarantee that you will like a place that a friend likes. I've been there, done that, and have the T-shirt.
If you gain entry to Canada, your experience may turn out to be consistent with your friend's advice. If that happens, consider it to be a bonus. Do not take it for granted that that will be the case.
The fact that you have a special needs child may or may not be an impediment. After you and your family members have done immigration medicals, Canadian immigration officials may or may not rule that your child would put an excessive burden on the medical system. It's impossible to know in advance which way they will rule.
