Goods to follow

I was born in Canada, been in Canada for 20 months thereabouts. In a few weeks, my UK house will be sold/completed and I am going to ship my household effects over (though they will be held in storage in Uk for a couple/few months). For customs purposes.
Do I need a goods to follow list?? I'm not sure if I'll be called a returning resident or what I will be.......as I now live in Canada, but lived in UK for many years.
If anyone can throw any light on this I'd greatly appreciate it.

Did you supply a goods to follow list to CBSA when you moved back to Canada as a returning resident when you came back 20 months ago?

When you arrived back in Canada did you inform CBSA that you were returning to live permanently and were you given any documentation or fill out a B$ form as a Former Resident?
If not then if you have goods to follow then you will need to explain to CBSA when the goods arrive why this wasn't done.
Did you tell CBSA when you arrived you had other goods to follow at a later date?

No I didn't inform CBSA I was returning permenantly as I had not made my mind up at that time. Guess I've opened a whole can of worms here for myself now.

We had prepared a goods to follow list before first landing in 2008 but were told by CBSA officer at YVR that it was not necessary to have the form reviewed or stamped. It now seems this was wrong - has anyone had experience shipping a container of used personnel goods over without a countersigned list?

If, an extremely negative one I'm afraid. How could that possibly work?!? Exempt from duty I mean.
And, honestly, I am kind of confused, you did your landing back in 2008 and have not yet imported your personnel goods? Or are you now preparing your return to Canada as a former resident?
