The conversation I had with US immigration basically went like this:
USI: Purpose of visiting the US please.
Me: I need to re-enter Canada to activate PR.
USI: What if they refuse you?
Me: I have a valid TWP, so will continue to use that until the issue is resolved.
USI: A TWP doesn't guarantee you a right to re-entry, the US won't take the risk that Canada will refuse to permit you back into the country.
Me: I hold a UK passport, there's no risk you'll get stuck with me in the US. I also own an ongoing business in BC to attend to.
USI: We're not taking the risk, so will refuse you entry to the US. Step this way for processing.
Me: Will I have to declare the refusal each time I try to visit the US?
USI: Yes you will. It's a legal obligation.

To avoid any potential hassle, I guess I'll simply declare it.
We received paperwork at the time, so I've no doubt I'm in the system.

You want to be asking this question in the US immigration forums, stating what exactly it was they noted into your passport because any one can help you.

If you were bounced officially, there would be an annotation of what it was for, a string of letters and numbers.
Folks in the US immigration side of this forum will probably be able to help you out more than a bunch of folks here just speculating on what might happen without knowing any of the real facts.

it was an unofficial refusal for him to save paperwork for the myself and the two "landee's".

Nothing in my passport either.
Still, the ESTA site asks "have you ever been refused entry?".
I'd rather not risk a load of aggro when I've got another plane to catch. Safest way is to say "yes" and let them work it out themselves.

Like everyone else? Except those who are resourceful enough to go to the US on a shopping/sightseeing/vacation etc. trip with flagpoling being incidental on return.
