Default family class application

Please help,

My wife and I didn't bring our child with us when we landed
in Canada and his PR paper expired. I am now reapplying for
my five-year old child. I got sponsor approval in March 2002
and submitted his application package to Buffalo in April
2002, received the File Number two weeks later. In the letter,
it said the applicant would receive additional information /instructions within approximately 6 weeks from
then. However, nearly 20 weeks have passed and we haven't
received any further material.
Is it normal for family class in current situation in Buffalo?
Do we need to send fax to Buffalo to ask for the application
status?
I checked the e-Client, it simply said "in process".

Though my child stays in China and citizenship is Chinese, I
sent the application to Buffalo hoping it will be faster. I saw
the previous discussions in this forum that the new rule
requires the applicant must apply in the country where he lives.
Will this affect my child's case?
Will they transfer my child's application to China?

It is a long wait. I miss my child so much and he has come to
the age to school.
Is there any other way that I can bring my child to canada
while we are waiting for his PR paper?
