so my father, who is a british citizen on holiday here, had a funny turn yesterday and we had to call out ems.
hes ok, they checked him out and went on their way.
he has travellers insurance, will he get a bill in the post back in the UK?

Did they not bill him at the hospital (ask him, or another, to pay via credit card)?

If they asked for his address and he gave his address in the UK, most likely, if he gave your address it would come to you. He will need the receipt to claim off the insurance. Paramedics don't take payments, they fill in paperwork and send it to central billing.

he never actually went to hospital, just checked him out at home.
he did give his uk address, so no doubt it'll come to him back in the UK eventually in the post.
