I am currently here on a TWP (pending PR) and I have my cancer follow up tests and appointments covered by OHIP. All my treatment was carried out in the UK.
I have never heard, nor been told by my immigration lawyer who is a top lawyer specialising in medical issues, that you may have to be sponsored.

So to sum up for the benefit of the original poster
1) There is nothing on BC health cares website that mentions sponsorship for pre existing conditions
2) no one on these boards has ever been asked any questions about prior conditions
3) Exilelass has a confidential source that says you will need outside sponsorship but cannot release any more details.

I did, out of interest I called them, they had not idea what you were talking about.
Rather than make blanket statements, much better to back up what you say to give the OP something to go on and make it look like you have some idea what you are talking about. BC Healthcare don't even know of your existence until you arrive in BC and register. Sponsorship would have to be put into place before arrival to be binding. A PR permit holder can land anywhere in Canada, or they can land in one province and move anywhere else at a whim, so sponsorship would be unenforceable and impracticable.

I was diagnosed in May 2007, had surgery in June 2007 followed by one course of chemo and then had to have re-checks every 3 months. Our meds for PR were done in Nov 07 and all I provided the doc with were the 2 followup check results which were clear. We arrived here in BC with PR status in Feb 08 and my followup checks have been done here with no problem. I also had some recontructive surgery done in the Aug of 08 with no questions asked. They continue to do checks now every year.

You asked a question and I attempted to access an answer on your behalf. I was given information, in confidence, and I received same in good faith and passed it along, also in good faith.
It would seem that various other people have had experience which does not bear out the information I was given and I am glad for them.
It would also seem that some of those people cannot engage in civilised discussion, but must resort to abuse, with no thought to my feelings nor my good faith.
My answer was no, several others say yes. I would say that closes the matter.
