Default Electrickery advice needed

In my garage I have wires marked 'Heater' that are black & red (& are capped with marriettes). On the wall panel (its a detached garage with its own fuse box) there are two breakers for the heater circuit, both 20amp. Am I correct to assume this would be a 240v circuit? I want to install a 240v electric fan heater as the oil furnace has given up the ghost.
