I find it hard to believe that this could be happening in an advanced nation in the early part of the 21st century.

Happens more that you think. St John's harbour is a lovely azure blue but thats because of the sewage. The 'bubble' is a locally famed phenomena. Still, we move into the 19th century this year with the opening of a multi-million dollar treatment plant.

Halifax did the same a year or two back, it's just that something important failed in their plant and it filled up with untreated sewage which rather ruined all the control equipment!

Im just amazed it been a month and they still havent figures out the problem...and Im suprised its not been in the news more...they spent all that money and its all gone tits up already etc...

I agree. It has been an ongoing problem for many years. The whole waste treatment thing in HRM is almost too ridiculous for words. I bet they don't have this to deal with on the north shore !! Maybe a good time to snap up some bargain property.

Toronto does the same. The sewage outlet marker buoy (colloquially the "shit stick") is a popular object for tourists to swim around.

Actually it has been a lot longer than a month. The original failure was some time ago and it hasn't been fixed since then.
