Education entitlement with a Work Permit

I have friends in the UK who applied under the Skilled Worker category back in 2006 and being new to Canada ourselves we couldn't really answer their recent question, so can anybody help?
If they apply for Work Permits whilst their application is ongoing are they entitled to education and medical care for their two children (both aged under 10) whilst they are in Ontario?

I well remember from previous discussions that Ontario treats children of work permit holders the same as permanent residents. That is, the public (meaning government-funded) schools provide free tuition (or close to free tuition) to children of work permit holders.
I've read on this forum that a person has to have an assurance that he/she will be employed for a minimum of three years in order to qualify for Ontario's provincial health care insurance plan.
