Default Driving licence rule change??

I have been reading a bit about changing your GB licence for a Canadian one.
Has this rule in Alberta changed recently??
I ask as I lived in AB in 2003/4 and they did not have an exchange agreement then.
But now it seems they do.
I am a Canadian citizen does this affect the rules in anyway??

I am thinking about moving to BC I know I need a test there.

I believe it was a fairly recent change. 2005 maybe?
