Drivers abstract

My wife currently holds a UK drivers licence but we live in Ireland. We can't get an abstract in Ireland and the DVLA are saying they won't post one outside of the UK.
Then the DVLA says that because her licence has never been reissued that the paper licence is in effect a sufficient abstract and she doesn't require any other information for Saskatchewan.
Any thoughts?
Do you have to have one or is it just for insurance reduction purposes?

Edit my license is fine full Irish and no issue getting an abstract
