I took a hammer and chisel to mine. We were knee deep in spray on bubble shit, plaster and horse hair when I was called to work in Malaysia for a fortnight. That caused some domestic tension. I replaced it with a tin ceiling but, if one were intending to sell, drywall would do.

We used a scraper and plenty hot soapy water. Add elbow grease. Worked OK.

We've sorted a couple by scraping. Bloody messy and not terribly satisfactory. Next time I think we'll go down the drywall route. I don't mind losing half an inch of height, Souvette is very good at taping/mudding and I would like a flat surface for the crown mouldings. Putting those things up on popcorn is a nightmare.
On the subject of nightmares, we had one this weekend. We took out the hall closet, only to discover that the top rail for the doors had been screwed into the waste pipe coming down from the bathroom.

If you just want to paint over them - oil based paint is a must (or a suitable all surface primer first if you want to go water based).

They're a bugger to clean. And try fitting a crown moulding snugly to the ceiling......
