You're looking at 90 minutes tops, on good roads with few trucks.

The City suffered with Domtar closing, but seems to be rebounding slowly but surely. The land that time forgot about (northern New York state) is just a few minutes away via the international bridge.
The nicest housing areas seem to be west of Domtar, near 4th/McConnell and along the river east of Cornwall. If you want a nice community on the river, try South Lancaster 20 km east of Cornwall and next to the 401.
From Cornwall to the east edge of Ottawa should take about 50 -60 minutes, weather permitting. You shouldn't have any traffic problems.
Hope that helps

I live in Ottawa but have to go to Corntown about once a month for work reasons. It has a population of about 50K, about 40% french, 60% english speaking. Few ethnic minorities. A high proportion of teenage moms in the downtown area with the associated track pant ensemble.

It's actually not a bad place being an hour away from Montreal/Ottawa and right next to the US border along side the St. Lawrence Seaway. A self contained city with a population of 46,000 that has all the usual facilities that mean we don't actually have to leave here to shop but it doesn't have any very large shopping malls that would be found in Ottawa or Montreal.
When the Domtar paper mill was still open the east side of the city was afflicted by a terrible stench but thankfully that's no more and because the plant actually went though a drawn out process of reducing it's employees when it finally shut down there were just 300 left. It no doubt was bad news for the people that lost their jobs but the writing had been on the wall for quite some time and I think the general opinion here is that it hasn't been too bad for the city at all. I don't really go along with the comment that it has struggled since the closure.
In fact there seem to be more job openings here than there used to be and things seem to be on the up although I still see it as an employers market so wages are not all that great. I think it has the potential to be a commuter town for Montreal and Ottawa because housing is so cheap here and getting so expensive there. There are definitely some areas that are not so nice but a lot that are.
With industry not as strong as it was tourism should be a focus for Cornwall as it's a great hub for the surrounding areas and a large water front. As I say I've learnt to appreciate it more and it's an inexpensive area to live in.
I've got a poor quality clip of Cornwall on Youtube that shows the river.

Isn't that the battle for everyone? How is anybody going to be able to answer that for you? Only you know yourselves and your likes and dislikes. How can anyone possibly say to you "this is the place to be" simply because it is for them?

Brockville area is nice. It's an hour from Ottawa and 45 minutes from Kingston and it's right on the water. Population of about 25,000 at the moment. I grew up there (I'm Canadian).
If you're looking for a bigger city Kingston is nice too.

hi comet....thanks for the info but brockville sounds a bit small....been to kingston, but unfortunately we didn't like it.....guess we are looking for a town or city of 75,000 + to give the kids enough in the way of recreational facilities...son is 9 and a keen sailor, club swimmer, club rugby player etc etc...typical 9 year old boy,so need things to do for the kids..........cheers
