In Most of the messages Experts have suggested that File transfer from one CHC to another Country CHC after Dec 17, 2001. You have theoretically have transition score of 70 but practically you have assign a new File # and processing start from scratch so new criteria would be implemented to you.

Like I have applied in Colombo before Dec 17, 2001 specifically their on-line Status Show

Receiving of file: Dec 3, 2001
Processing Start: Dec 7, 2001

Now if I want to transfer my file, in what criteria I Processed? If other than transition marks 70. Why?

And to whom should I fight with to retain my original Date of Application?

Does it would be appropriate to transfer the file from Colombo at this stage?
