According to the service standard of Bufalo:
"Some applicants will be required to attend a personal interview. Once the background checks for all family members have been completed, your file will be forwarded to one of the visa offices in the USA. You will receive a letter when your file is transferred. Interviews for independent applicants are conducted in the following locations:Los Angeles, Detroit, New York, Seattle"

So it means that transfer of file will happen after bachground check, then you queue for interview at the locations above.
According to the past threads in this foum, many files were transfer between 4-8 weeks after receiving assessment letter for interview. Does it mean that the background check has been finished.
My friend who submitted Feb, 2001, and was asked to interview in June,2001. In April this year(2002), he receive the letter that background check was finished and his file would be transfer to another visa office. Until now he has been waiting for the arrangement of interview for over sixteen months and still no news. I think his experience is consistent with the service standard of Buffalo.
My confusion is the quening for interview and background check take place at the same time or one after another.
All people, who will be interviewed at the same office, just queue according to order. I don not understand what is the reason that some one wait only a few months to be interviewed, wherelse others have to wait over a year? For interview, is it still case by case? is other people's timeline for interview at the same office helpful or not?

If its any help, I submitted my application to Buffalo in around November 2000.
In July 2001 I was informed that my application had been transferred to Detroit as I required an interview.
I finally received my interview at the end of April 2002. The interview only lasted about 20 minutes, during which the official interviewing me issued my LIS on the spot and I was able to Land later that day.
