Default citizenship certificate and credit rating

Are citizenship certificates ( not passports ) used for credit ratings?

I once heard that the ID number on citizenship certificates seem to be used just for that, finding out one's credit rating?

the matter came up in relation of taking out a contract for a cell phone.

The sales man was a good 10 years younger than me, and may or may not have had the knowledge. I was surprised myself.

We use Transunion and Equifax at my work, we've never asked for citizenship ID (or SIN), all that is generally needed is a name, date of birth and current address.

Slap that kid next time you're in the phone shop (even if he is just covering his own butt).
