This is not necessarily the case, the Finns and other European countries have produced excellent players over the last twenty years. In fact if you look at who are the stars in the NHL most of them are not Canadian. In addition here is a list of teams ranked by I don't know who but it is on the official World Championship website, note the Finns are ranked ahead of the Canadians. It appears to have been done a little tongue in cheek but appears a legitimate ranking non the less.. So in answer to your question I'm sure there were many who doubted Canada could beat Finland.
