Certificate of residence for tax purposes

Hello,
I read before that a resident in canada can applicate for a Certificate Of Residence. Also the CRA emits this certificate according to the information the residente gives.
I have a lot of questions about that.
If we are talking about the company, Who should sign the application? Directors?
It´s possible giving powers to a third person to sign the application?
This procedure have a cost or it´s free?

An individual can apply for a determination of residency: http://www.cra-arc.gc.ca/E/pbg/tf/nr74/nr74-04e.pdf
I am not aware of any similar process for a corporation. However, I am sure that if you write to the International Tax Services Office, asking for a determination of residency and giving them the reason for the request, and the relevant facts, they will give you their opinion.
You can authorize someone to sign on the company's behalf ...

It´s about the certificate of residence or it´s about the authorization.
The only reason is tax purposes, I mean, the canadian company needs this document in order to avoid a tax withholding tax in Ecuador. Canada and Ecuador has a tax treaty for that, an Ecuador requires that.

They will not charge for either.
Was the company incorporated in Canada and when? Where do the directors live?

The company was incorporated in 2008 and directors live in Canada, but they use to travel frequently so they prefer to authorize another people.

Then the corporation is tax-resident in Canada. I can't see the CRA will have problem with issuing a letter confirming this if it is required for the company to meet its tax treaty obligations.
