Cellphone charges + BBM

I've recently taken up a contract with Rogers.
My parents can call Canada for free from the UK under their call plan. Would I pay to receive a call to my cellphone from a UK landline? When I lived in the USA I would be charged for this type of call, just wondering if it applies to Canada?
Also, I am trying to test out BlackBerry Messenger, if anyone wants to add me for testing purposes please feel free!: 22E657DB.

Is that only if international or long distance?
E.G - if my partner is in work and calls my cellphone from hers, would I run down minutes also? We'd only be 3 miles apart.
